elpa-f software package provides modern API for working with files and directories in Emacs Lisp, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-f
elpa-f is installed in your system.
Make ensure the elpa-f package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-f *
You will get with elpa-f package name, version, architecture and description in a table
